Smart Growth Regulations
Development codes and procedures should
make it easy for your agency to do its job and inviting to developers
who want to do the right thing. Regulations should support compatible
infill development, mixed-use, and pedestrian-oriented design. Local
codes should provide clear direction and certainty, as well as reasonable
flexibility, to property owners, neighbors, developers, and local
officials. However zoning and development regulations often lack
this vision because they are written to 'prevent bad things from
happening again.'
Codes that lack vision can pose needless
obstacles to Smart Development. Do your city's codes support mixed-use
development in planned centers? Pedestrian-oriented design? Historic
restoration and compatible infill housing? Do they encourage redevelopment
